Meeting Minutes
April 24, 2017

The meeting was called to order at 7:00 PM by Chairman Michael Genest in the Little Town Hall.

Members Present: John Robertson, Michael Genest, Robert L. Edwards
Staff Present: Town Administrator Donna Hanson
Others Present: Wayne Elliott and Wayno Olson representing residence of Elm Ave that were present at the meeting. Sue Conklin of the Lions Club

Agenda Items:
  • Mr. Robertson moved to approve the minutes of April 10, 2017.  Mr. Edwards seconded.  Passed 3/0.
  • Mr. Elliott stated that the there aren’t enough speed signs on Elm Ave and the patrolling by the police is inadequate because they spend their time at the police station and not patrolling Elm Ave.  Mr. Genest asked him if they had talked to the police and he stated he would like to have Mr. Olson speak for the group. Mr. Olson stated that he did not go to the police because they wanted to go straight to the Selectboard. He said the majority of the people that drive Elm Ave respect the speed limit but the rest don’t respect the residence on the street or the 30 mile an hour speed limit. Mr. Genest said that they will talk to the police and the board sees no problem with putting up more speed limit signs.
  • Ms. Conklin said the Lions Club would like to donate an electronic sign to the town to be placed in front of the Police Station. She said she would like the town to maintain the messages on the sign. Mr. Genest said he is not opposed to a sign if it gets more information out to the public but the sign ordinance does not allow for electronic signs. The Board of Selectmen likes to follow their own ordinances when it is possible. Mr. Edwards said he would like to see a sign that fit in with more of a colonial setting better and asked if she looked at other signs. Ms. Conklin stated that she did but didn’t like the idea of someone out there in the snow putting letters on a board. She also thought it would eliminate all the sandwich boards in town. Mr. Edwards didn’t think it would accomplish that. Mr. Edwards said he is also not opposed to a sign but would like to see other alternatives than electronic. Ms. Conklin also has the option of getting a variance through the zoning board but she said she didn’t want to put the time in if the Board thought they would turn it down. Mr. Genest stated that the Selectmen don’t make decisions for the zoning board and she is welcome to pursue that.
  • Mr. Edwards moved to approve an all Veterans tax credit application. Mr. Robertson seconded. Passed 3/0.
  • Future meetings were scheduled for May 8th and May 22nd.
  • Mr. Robertson moved to reappoint Ms. Joan Gorga and Mr. Peter Lamb to the Park and Recreation Commission. Mr. Edwards seconded. Passed 3/0
  • Mr. Genest gave a summary of the Park and Rec meeting he attended. Mr. Edwards gave a summary of the Planning Board meeting he attended. Minutes can be found at www.antrimnh.org.
  • Other Business:
  • Moderator Arthur Merrill and the Selectmen did not feel it was necessary to hold a public hearing to ratify the election that was postponed in March. ~HB329 gave towns the option.
  • Ms. Hanson will set up gmail address for the Selectmen so that personal emails are no longer used.
  • Mr. Edwards asked Ms. Hanson to check with the assessor to see if we can go back and charge a land use change tax penalty on subdivisions that built a road but never paid the land us change penalty.
After no further business Mr. Genest moved to adjourn at 9:20 p.m., Mr. Robertson seconded.  Passed 3/0
